EVERY INVESTOR HAS A SEAT AT THE TABLE AND a VOTE

The Investor Committee is made up of Colorado Competitive Council’s dues-paying members, all of whom are voting board members who have a direct voice in policy decisions. Investors meet weekly during the legislative session to discuss legislation that affects the business climate and determines the Colorado Competitive Council’s formal positions on bills. During the interim, Investors meet monthly to discuss ongoing legislation and issues.

MICHAEL SAPP

Manager of State Government Affairs, Xcel Energy, Public Service Company of Colorado

Michael works with public officials, state agency staff, industry representatives and other government affairs professionals to create positive public policy outcomes for Colorado’s environment, economy and customers served by Xcel Energy.

Michael is a former mayoral appointee with Denver Mayor Michael B. Hancock. He served as a legislative liaison in the Department of Safety. He was also responsible for coordinating various public involvement strategies undertaken by departments across the city to ensure alignment with the Mayor’s priorities and goals, including the Platte to Park Hill Stormwater Systems program, Support Team Assisted Response (STAR) program and Covid-19 public education and community response programs and services.

Michael’s greatest strengths are his compassion for people, work ethic, integrity and leadership. He holds a bachelor’s degree in Political Science from Morehouse College, Atlanta, GA. He currently serves on the board of directors for the Metro Water Recovery, Denver Park Trust and RISE 5280.

Liz Peetz joined Comcast as the Vice President of State Government Affairs and Regulatory Affairs for Colorado in January of 2023. Prior to this role, Liz was the Vice President of Government Affairs for the Colorado Association of REALTORS®. In this role, she directed the public policy efforts and managed the government affairs division, but she generally specializes in policy development, advocacy and legislative affairs. She also oversaw CAR’s Legislative Policy Committee and candidate endorsement process through the Colorado Association of REALTORS® Political Action Committee. Liz is a licensed attorney in CO, NE and Washington D.C.

Prior to her last position, Liz has more than 18 years of experience in government affairs and legal analysis in Washington D.C. and Colorado with previous roles as a US. Congressional staffer. She’s worked in various business and non-profit organizations focusing on healthcare related issues, counterterrorism legal operations, litigation, and democracy promotion and civil society training.  

Liz grew up in Greeley, Colorado. She holds a B.A. in International Affairs from CU- Boulder, and a J.D. from Creighton University. She currently lives in Denver and is active in the community as a leader for the Young Lawyers Section of the American Bar Association and she also the Junior League of Denver. She also previously served on the board of the Common Sense Institute.
